Our owner, Emmanuel Jean-Philippe, is the CEO of Lancaster Citizenship & Immigration Services. He has applied for our organization to be recognized by the U.S. Department of Justice and for him to become a Fully Accredited Representative, a status issued by the U.S. Justice Department, which authorizes non-profits, including Lancaster immigration services, and their staff to represent indigent clients in immigration court.
He holds a certificate of completion from having attended CLINIC’s COIL course, a legal education course which covers the fundamentals of immigration law, and recently participated in the U.S. Department of Justice’s Model Hearing Program, a trial and appellate advocacy training program.
In 2023, in the midst of his pursuit to become a Fully Accredited Representative, The Lancaster County District Attorney’s Office initiated and pursued false charges against him. Mr. Jean-Philippe represented himself and beat the case when it culminated in a Nolle Prosequi dismissal. However, the malicious prosecution he experienced resulted in the Department of Justice’s denial of his applications.
Mr. Jean-Philippe is currently pursuing civil damages in Federal Court to be remedied for the malicious prosecution and various violations to his U.S. Constitutional rights he endured. As part of his claims, Mr. Jean-Philippe is also pursuing the reversal of the denial of his applications, so that a Federal judge may grant and approve his requests for his organization to become a DOJ Recognized Organization and for him to become a DOJ Fully Accredited Representative!
